As Mature Capital, we can describe the consultancy services we have been providing to Turkish wind energy investors since September 2022 as “WIND INTELLIGENCE”.

Mature Capital offers consultancy services to the market, where investors can get answers to all their questions and needs from A to Z regarding wind power plant investments, where investor-specific requests are taken into account and consultancy services are tailored to these requests.

Mature Capital provides these services to investor decision-makers, guiding them on what to do, when to do it, why to do it, and how to do it. We support the decision-making process with effective analysis, ensuring investors make the best decisions. For this reason, we define our services as “WIND INTELLIGENCE”.

“WIND INTELLIGENCE” 1:  Review of Service Operations

One of our investors, for whom we have successfully completed consulting services, approached Mature Capital with questions about the high cost of servicing services at its operating wind farm and whether these services could be procured through existing service providers. As part of our collaborative effort, we reviewed the project’s maintenance and service agreement, identified both negotiated and unnegotiated issues during the contract period, listed the scope of services offered, identified which services could be procured through the market, and presented various alternative proposals, including how the investor could reduce service costs, on this project.

“WIND INTELLIGENCE” 2:  How Much Is My Power Plant Worth?

One of our unlicensed wind power plant investors, with no self-consumption, contacted Mature Capital to learn the value of its operating power plant and to learn who might be a potential buyer in the event of a potential sale. Official metered production data for the plant was obtained, along with wind speeds and operational and maintenance reports. Operational issues were identified, and an analysis was conducted to determine the potential production levels and the extent to which the plant was generating below its potential. As part of these studies, a revenue projection was developed for the plant, and the valuation of the  plant was projected according to different buyer types and presented to the investor. As a result of these studies, the investor revised its expectations.

“WIND INTELLIGENCE” 3:  What is the Investment Budget of My Power Plant?

One of our self-consumption, unlicensed wind power plant investors approached Mature Capital during the project development phase, immediately prior to the investment, seeking EPC bids. All turbine, civil, electrical, and EPC bids received were reviewed. Scope comparisons were made, and the detailed analyses were presented to the investor. Cost differences were analyzed between the option to purchase the project separately, with the turbine, civil, and electrical infrastructures under separate contracts, and the option to procure the EPC from a single company. Recommendations were presented to the investor. The investor made the investment decision by improving his total investment budget by 8%.

Mature Capital continues to grow with the addition of 3 new investors to its portfolio in October 2025, increasing the number of investors it has worked with to 14 and the number of consultancy projects to 18.

Mature Capital’s 3rd Year Anniversary!

Mature Capital successfully completed its third year of business in September 2025. Mature Capital’s focus is solely on wind energy projects, and was founded by Habib Babacan, one of the most experienced names in the Turkish Wind Energy Sector.
Mature Capital has provided its investors with management and guidance consultancy services in the merger and acquisition of wind projects, wind projects development processes and portfolio creation and strategic advices in portfolio development, and Executive Level management decision support services in wind power plant turbine procurement, construction and electrical works during tendering and construction phases.

11+ Investors, 15+ Consultancy Projects

Over the past three years, Mature Capital has successfully completed 15 different consulting projects with 11 different wind investors. These investors include large, industry-leading investors with numerous wind farms, as well as industrial organizations seeking to generate their own electricity. Among these investors were investors from Turkey seeking to expand internationally, as well as those with whom we collaborated in the entire development process of the storage wind power plant portfolio.
We provided management support services to our large, industry-leading investors, including optimization of their ongoing work, addressing their problems from a different perspective, providing information about segments of the wind market that they are not involved in, and examining project- based problems and developing solutions.

We provided Executive Level management support services to our Industrial Investors who want to meet their electricity needs by erecting one or two turbines, in terms of receiving the right consultancy services, conducting the right feasibility studies and selecting the right turbine at the right time.
In parallel with the increasing interest of Turkish investors in WPP investments abroad in recent years, Mature Capital supported the project-based needs of these investors and, together with its teams, carried out the technical, legal and commercial review processes of the projects.

In the management support for storage WPP portfolio development, Executive Level management support was provided by personally participating in the investors’ projects, combining and interpreting consultancy services received in different areas of expertise, eliminating gaps between consultancy services, providing direction for the progress of the projects, and determining priority activities.

As Mature Capital, we have worked with different investor groups in the capillaries of the sector over the past three years, carrying out work and providing services on 17 different wind projects with a total installed capacity of 758 MW.

Dominion Energy, Stonepeak Announce Closing of Sale of Noncontrolling Equity Interest In Coastal Virginia Offshore Wind Commercial Project

Dominion Energy, Inc. (NYSE: D), today announced that it has closed on a transaction to sell a 50% noncontrolling interest in the Coastal Virginia Offshore Wind (CVOW) commercial project to Stonepeak. Dominion Energy will retain full operational control of the construction and operations of the project, and Stonepeak will have customary minority rights. The transaction was previously announced Feb. 22, 2024.

With this transaction, Dominion Energy has now successfully completed its business review debt reduction initiatives. During the review, the company announced transactions that represent approximately $21 billion of debt reduction. With the closings of the Cove Point LNG, East Ohio Gas, Questar Gas and Wexpro, and Public Service Company of North Carolina sales; and completion of the fuel securitization at Dominion Energy Virginia and the offshore wind partnership, Dominion Energy has now achieved 100% of the business review target. These actions have improved the company’s balance sheet, reduced its risk profile, and established a renewed focus as a pure-play, state-regulated electric utility business.

Stonepeak is one of the world’s largest infrastructure investors in large energy projects such as offshore wind, and its financial participation in CVOW will benefit both the project and the people who will rely on electricity from CVOW to keep the lights on and fuel economic growth in the Commonwealth.

” Rob Kupchak, senior managing director at Stonepeak, added:

“We are excited to have closed this investment in CVOW, which exemplifies many of the core tenets of essential infrastructure that we invest behind at Stonepeak. We look forward to continuing our partnership with Dominion Energy’s talented team to bring what promises to be one of the most impactful energy projects in the United States to commercial operation.

” The 2.6-gigawatt CVOW, the largest offshore wind farm currently under construction in the United States, is on schedule to generate enough clean, renewable energy to power up to 660,000 homes once fully constructed in late 2026. CVOW will consist of 176 turbines and three offshore substations in a nearly 113,000-acre lease area off the coast of Virginia Beach.

At closing, Dominion Energy received proceeds of $2.6 billion, representing reimbursement of approximately 50% of project-to-date capital investment. Stonepeak will fund 50% of remaining project costs as they are incurred, subject to certain conditions as previously disclosed
